Remember the US President.After 911 incident,he declared that was a war against the USA.
In 60s,the USA had a war in Vietnam,but in 70s China only had a conflict or hostility with Vietnam because we never declared a war against them.
In international laws,a war must be declared by the nations involved while hostility or conflict can be fought without such a procedure.
Also,a conflict/hostility is usually a short,brief and isolated incident of battle while a war consists of a series of battles.
Currently,what is happening at Middle East is only a conflict/hostility,but not a war,since the 2 countries never declared a war against each other and the confrontation is still small in scale.
