where 引导的是一个地点状语从句,相当于(比如说一个介词短语做地点状语） on the shelf.= put it back on the shelf
不要把它理解成定语从句,因为并没有定语从句所修饰的先行词.如果是这个样子,就可以用B了：
please put it back on the shelf to which it belongs

因为后面是it belongs
可是belong的用法应该是belong to
所以此孔应为to which
但是to which=where
