【摘要】 随着全球经济一体化进程的不断加深,关税壁垒的作用将越来越弱,而以颁布技术法规、推行技术标准、实施、认证制度和检验制度等技术性措施为主要内容的技术性贸易壁垒日益突出.目前技术性壁垒已经取代反倾销措施,成为阻碍各国出口贸易发展的第一技术性贸易壁垒措施由于其在国际贸易中的隐蔽性而成为一种很难对付的贸易壁垒.本文界定了技术性贸易壁垒概念,分析了当前国际贸易中技术性贸易壁垒发展趋势,在此基础上,笔者提出正确认识技术性贸易壁垒,以及针对我国实际情况采取措施积极应对技术贸易壁垒.

Research on the Technical Barriers in International Trade
Abstract
As the global economic integration process advances, the function of the tariff barriers is becoming weaker and weaker while the technical barriers are, epitomized by such technical measures as the promulgation of technical laws and regulations, promotion of technical standards, implementation and certification as well as the adoption of the validation system, becoming more and more prominent. At present, the technical barriers have replaced the antidumping measures as the No.1 reason in baffling the export trade of many countries and are barriers that are very difficult to deal with since their concealments are hard to detect in practical international trade. This paper first defines the concept of the technical barriers, and then analyzes the development trends of the technical barriers in current international trade, which lays a foundation for a rational understanding of the technical barriers, finally this paper puts forward some aggressive measures in tackling the technical barriers according to China’s concrete situation.

With the process of integration of world economy deepening continually,the effect of tariff will weaken increasingly.However,the Technical Barriers to Trade,which mainly includes switchmaning technological rules,carrying out technical norms, implementing certification scheme and examination system,stands out increasingly.At present,technical barrier has taken the place of anti-dumping measures and has been the most difficult problem for the development of export in each countries.Because of its imperceptibility in international trade,it has been a kind of formidable trade barrier.This article defines the concept of technical barrier and analyses trend of technical barrier development in international trade.Based on this,the writer puts forward a correct idea to know about technical barrier and the measures for China' actual situation to cope with technical barrier correspondingly.

[abstract] Along with the global economic integration process's unceasing deepening, tariff barrier's function will be getting more and more weak, but take promulgates technical laws and regulations, carrying out technical standard, implementation, authentication system and examination system and so on technical the measures is day by day prominent as the primary coverage technical trade protectionism. At present the technical barrier already substituted for the anti-dumping measures, becomes the hindrance various countries export trade development the first technical trade protectionism measure to become one kind of very trade protectionism formidably as a result of it in the international trade confidentiality. This article has limited the technical trade protectionism concept, has analyzed in the current international trade the technical trade protectionism trend of development, based on this, the author proposed that the correct understanding technical trade protectionism, as well as takes the measure in view of our country actual situation to deal with the technology trade barrier positively.
