看这个例子:
The boy took out a ball from behind the door.
You can get a better view of the temple from across the river.
这里的behind the door 和 across the river都是 where 的概念.
也就是说这里是from这种介词的用法,是意思需要,不是where 有什么用法.
from这个介词特殊，后面可以加介词的，例如i found the cat from under the bed.所以from where是完全成立的
from和where不要连在一起看，分开来看，where指代China.你说的where前不能加介词是在定语从句中，不要弄混了哦。
你也说这是一个短语从句，感觉是介宾短语从句。From where (CHINA),风筝流传到日本、韩国。。。Where 指China .貌似是这个样子
from China to Japan, Korea, Thailand and India.
从……到哪。固定搭配和where无关。
放风筝从中国传到日本，韩国，泰国和印度。
