我告诉你一个简单的辨别方法吧：
that 或 which 引导的英语从句是不完整的句子,里面要么缺主语要么缺宾语（比如 This is the book (that) I like best. 这句话里,定语从句 I like best 缺少宾语）；
而 where, when, whereby... 还有【介词 + which】引导的定语从句是主谓宾完整的,就像题目里的这句she is lent modest amount of money 是完整的.所以只能选C.
whereby做状语，不可省
原句用了 in which 引导定语从句，在该定语从句中，in which 是状语。要换掉 in which，只能选一个能用作状语的词语，显然，whereby 是可行的，所以选 C。至于你说的that被省略，那是that作宾语时可以省略。如把 that 放在该定语从句之首，并不能作宾语。
